What to do with stray?

Hello r/pets!

My wife noticed early this afternoon that a cat (along with its sibling) was crying outside our home. Later, in the evening, the cat was still crying. We went outside and noticed the cat was friendly but timid around us. After lingering around for 30 minutes with kibble and cows milk, we finally were able to wrap up the cat in the towel and put in one of our carriers. We now have the cat contained in our home and are wondering if we've done the right thing. We think the best thing to do would be take kitty to either a shelter or a vet to get it scanned for a microchip, fleas, get shots, tests, etc. **most importantly** we'd like to get it neutered (TNR) but it seems like it'd be a great candidate for adaoption and maybe we'd even be willing to foster if that would be the best course of action. But of course we'd like to do this in a way were we don't have to pay a ton of $$ and cause the least amount of harm to the cat.

what should we do?
