Advice for cat w/ breathing issues

Before diving in, I know the top recommendations for these sorts of things are to take your pet to the vet, which I have as you read through. I'm just curious if anyone has another idea/what the problem could be.

2 years ago my cat started having random sneezing fits, they began to become more consistent to I took him to vet. They gave me antibiotics to give him, I gave the full dosage and it went away. 3 months later it comes back. Take him to the vet again. Vet is hesitant but says to do antibiotics one more time. Again, goes away and comes back. Take him back to the vet, won't give antibiotics again and say say maybe it's allergies so recommend benadryl compounded in a treat. He wouldn't eat the treats, we tried to force feed them...it was just too stressful. At the time the sneezing seemed to be minimal so didn't continue. Around this time we discovered that were was mold in our vents. My mom had suggested that could be the cause, so we got a mold kit and came back positive. Maintenance cleaned out the mold.

I've lost track of the time in between the last visit, but the sneezing came back, and started to have breathing issues every now and then. Took him back to the vet. Vet wasn't sure what else to do so recommended a specialist. Took him to the specialist. I don't remember what the vet said the possible cause could be, but I remember that it was all just maybe this, maybe that. They could do surgery to see if it was some sort of blockage, but it might not be anything and the surgery was about $5,000...that's too much for me currently with all of that being "maybes". He said to help maintain I could give him benadryl . Told about the pills, he recommended children's benadryl . Start giving children's benadryl , doesn't seem to do anything but make him drool profusely.

Breathing issues start to become common with the sneezing and he's having cough fits. At this point I'm pretty flustered with my current vet so make an appointment with another vet to get a second opinion. This vet says it's most likely allergies, and recommends the same thing the specialist does or liquid Zyrtec, but a higher dosage, and in yummy liquid cat flavor. We've been doing that, and it doesn't seem to make it a whole lot better, just nullify it a bit.

Things that have stood out on why I'm still looking for additional thoughts.

-He's 12 years old, and has never ever had an issue with sneezing/allergies. The place we had moved into we were there for about 1.5 years before anything started

-I've taken him to my parents a few times who live out in middle of no where country, and his breathing seemed to clear up tremendously. I currently live in a city.

-I've since moved from the place with mold to a new apartment that's mold free. I thought if it was the mold/something in the old apartment then it would clear up, like my parent place...but it didn't.

-I've tried to think really hard on what changed around when his sneezing started but can't find anything specific. The only thing that is close is a new medication, but both vets said that couldn't be it.

-The surgery is currently not an option due to funds, and he has a heart murmur that the medication he takes he can't go under anesthetist.

Maybe it's allergies and I'm just digging for an already given solution. I just want him to be better. I'm planning to take him to another specialist, but also trying to figure out if I can get the heart vet to approve the surgery and figure out the funds, if that is the only option.

Just curious if anyone has any thoughts on what else/or if this has happened to your cat.
