My cat is sick from fleas

Cosette is an indoor cat and hasn't been outside for about 9 years. She hasn't really had an issue with fleas because I get her treated monthly.

This summer was bad because my landlord feeds about 20 strays that keep having new litters in the basement and the fleas are just unmanageable. I've put down diatomaceous earth myself on the path between my car and my apartment stairwell, but they still come into my apartment on my clothes.

Cosette is a Russian Blue so her hair is short enough to use a flea comb. I only get one or two off if her at a time with the fine-toothed side, but she's been lethargic apart from scratching and she hasn't eaten in a day. Is there a disease she can get from fleas other than the usual worms or anemia?

Her gums are still pink and I haven't seen any of the "sesame seed" worm eggs in her stool.

She also doesn't have any flea dirt at all, but she does have a few fleas at a time. I'm worried she got something communicable from a flea bite but I don't know if that's possible.
