Found a dog and I’m suspicious of individual claiming it. Need advice

So Monday evening my mother found a puppy roaming the streets of a very bad neighborhood that is known for being a dog dumping ground. She step out of the car and open her back seat and said, “you wanna go buh-bye??” And the puppy jumped in her car. She drove around looking for anyone out side to see if they knew the dog. No one was out and after an hour and it was getting dark, she took the dog home.

He was very very dirty, had to have 3 baths, grooming, ears were full of gunk. Had fleas, seemed very hungry. Obviously he was fed, cleaned and notice he had a black and exposed canine tooth. This morning I called the humane society to report him found and was directed to local Animal control. Took him to my vet to get looked at. No microchip. Tooth will be ok it’s a puppy tooth and is close to falling out anyway. Given flea treatment, anti parasite.

Several people have contacted me through the various placing the dog is posted. It’s none of their dogs after further investigation. This dog is considered very fashionable and very expensive and he is rather impressive for his breed.

Individual contacted me claiming she is representing another person whom doesn’t speak English. Ok. The photos they gave are all out of focus, blurry, and it makes it nearly impossible to look at identifying colorings and markings due to the quality of their photos. None are dated. None have other family members in the photo other that a shoe being worn.

I asked for some documentation showing the dog is theirs, including a pet license, or vet records, proof of purchase. Something. “They are looking and can’t find any papers”. Ok what is the name of the vet, name of the dog and name of owner? Refuses to give even the name of the dog, refuses vet and won’t give her “contact’s” name. Where did you get the dog? “She says she got it from a flea market”

I told her that I need clear, focused photos (not ones that look like a 2005 flip phone camera), or documentation like listed above.
She basically stopped talking after saying she’s going to the local animal control. I said “please do, I want to make sure this dog goes to it’s actual owner”.

Am I out of line here? I’m looking for some guidance on this and I don’t want this dog to be mistreated and I don’t want him to go to not his true owner. I am fine with him being with me until this is solved.
