A question about chips and ownership

Hello! I hope this is the right sub to ask this in, if not, maybe someone can direct me to a more suitable sub?

Last month, my husband and I agreed to take in a dog that was being rehomed for the fourth time in a year. A relative’s friend’s sister got a Boston terrier puppy, then realized she couldn’t handle the high energy and gave him to her sister. He had already been chipped and neutered. Second owner had three other dogs already, and they were aggressive with him. A third owner kept him for a week before returning him to the second owner. Now we have him and love him and are definitely keeping him. Our only problem has been in getting the second owner to help us get his chip info so that it can be changed in the event he runs away. He runs at any opportunity and visitors have accidentally let him out twice now. We want to be sure we get him back should he get away. We also don’t want to be accused of stealing him since his chip info is for someone we don’t know. A second chip seems like an obvious answer, but two chips with conflicting information wouldn’t be very helpful. I have all of the texts between the second owner and myself to show that our pup isn’t stolen, but we aren’t sure of how to proceed so that we can be the most responsible owners possible.

My googling has been fruitless. Can a chip be erased or deactivate without the original persons consent, and will a second dose of annual vaccines be a problem?

I appreciate any insight you folks can give me!
