So I am not the person to normally result to this, but I'm not sure what to do. We have three cats. Our male used to be outside, but we've moved to the city and we don't feel safe letting him out anymore. He was an adopted stray, and was very destructive when we tried to keep him indoors, but he has seemed to calmed down quite a bit. Yes, he is fixed.
One of our two females we adopted is declawed (we would never declaw a cat, she came that way). She is very modest and nonconfrontational, but our male has claws and is very aggressive with her. I have broken them up when he runs away with her fur in his mouth.
I've tried feliway and squirt bottles. The squirt bottle was working, then he got used to it. So I bought a water pistol, but he has become used to that as well. He doesn't seem to care. Feliway doesn't work. I am debating either buying a higher-powered super soaker, or getting a shock collar. The shock collar seems like a good choice, because he knows that he shouldn't get after her, and usually flees when I get out the water pistol.
He is very protective of our other female, who we adopted as a kitten. He sometimes get a bit too rough with her, but he goes all out against our other one sometimes. It is horrifying to hear.
We have vertical space, scratch pads, cat nip, heating pads, treats, soft and dry food. I'm not sure what else to do, and my partner would be devastated if we had to give one of them away.
Any suggestions are highly welcome!
P.S. My aunt has a shock collar for her dog that also just has a sound-buzzer that she uses in lieu of actual shock. That is what I was considering, as I really don't want to shock my cat. Would the super-soaker be better? I just need more range than the water pistol can provide, as we have a super long hallway and he sees me coming from like 50 ft away.

EDIT EDIT: I believe it could also be a result of food anxiety, he is always hanging around the kitchen and has become slightly overweight. We have attempted to end free-feeding, but that is when his aggression seems to be the worst, although it is present even with free-feeding.
