(TL:DR At Bottom) im looking for advice if this is abuse and that i should tell the right authorities (Sorry for long text)
So about a year ago in december my Sister decided to adopt a Shorthair European cat from an cat abusive family, she was caring for the cat at first. (She demanded me to go out in november cold to pick the cat from the shelter without an jacket on and now i should mention we are in Southeast france so it gets very cold out here) after the first 3 weeks of caring for the cat she stopped caring for the cat (she locked the cat out of her room) And i should also mention that i cant close my door because the metal spring that closes it is so scrapped that it cant be closed correctly so since my grandma cant really walk i needed to take care of the cat with my own cash.
I had spent 40% of my cash on that cat alone which i didn't even adopt now i even get yelled at for feeding the cat or even "Not closing my door" and everybody in my house knows that the metal spring that keeps it shut to my room is broken due to heavy wind slamming the door many times she even locks the cat into the door room (the room that connects the entrance and the house, also where we keep our shoes) so sometimes thered be pee in everyones shoes because even tho we warned her that it would happen she didnt listen.
(TL:DR My sister locks my cat out of the house and dosent feed or care for the cat should i report her to autorities)
(edit1 She only cares about phoning her hispanic boyfriend at this point)
