Don't know what to do about my cat

We have a 7 month old cat and a 2 month old baby. Cat was very stressed about the baby at first but seemed to be adjusting with slow introduction.

Today my husband was just walking past him holding the baby and he suddenly clawed him, completely unprovoked, seemingly to get attention.

We have tried everything with him - Feliway, he can't have his own room in our current situation but does have his own territory with his scratching tree, food and toys, we try to play with him when we can, and apart from that he has quite a few toys that he can entertain himself with. We were trying to slowly train him to walk on a leash, which despite clearly wanting more activity he absolutely hated that.

I don't know what else to do. I cannot risk him attacking the baby and it's getting too much. At this point I can't really see any possibility other than giving him up, if he's this stressed, it might be what's best for him. This is an absolute last resort for me though. Is there anything we haven't tried? Are we doing something wrong?

I'd really appreciate any advice you guys may have.
