Cat pee on the carpet fiasco

I discovered some hidden spot on the carpet that one or both of my cats had to decided to pee on, sadly that has probably been there for way longer than it ever should've been. It looked pretty badly stained. So I really went to town on it. Baking soda. Vinegar. Lots of water. Even tried shampooing it by hand. And while I couldn't seem to get all of it gone, it seemed to at least clean the area pretty good. So I left a fan blowing on it to dry overnight. I check in the morning, still wet, and while I'm blotting it, nothing but pee seems to be showing up. (My mom says that was okay because its just everything coming up from underneath) so I've been laying towels down to try to soak up whatever is there. But I checked underneath the towel tonight, and either the stain has come up even more or the cats decided to pee on it more. I'm very quickly getting to my witts end so I am pretty desperately looking for advice on a) how to clean it. B) how to prevent or stop the cats from continuing to pee there, which is probably a result of it not being cleaned well enough. Cause if I have to make an effort to get pee out of the same spot all the time....might lose it.
