How can I train my dog to let me know he has to go out?

My dog, Ciel, is a 4 year old dachshund. When I got him, he was really good about letting me know that he had to go outside by whining. He doesn’t whine for any other reason. Ever since I brought home Lizzie (1 year old cocker spaniel) and grained her to go let me know when she needs out, Ciel relies on her to let me or my husband know.

We got training bells that we put on the door that Lizzie will ring to let us know she has to go out, but Ciel never caught on. He doesn’t even whine at us any more that he has to go out. If he does and Lizzie hasn’t told us she needs to go out, he’ll just start peeing on the floor. He just peed right in front of me, which is why I’m asking for help.

How can I get him to start letting us know he has to go out again?
