My dog has been limping the past few days with occasional shakes. What can be done?

I'm hoping to get answers from anyone else who's had a similar experience. My dog is a 5 year old Brussel's Griffin. His claws have been getting long so three or four days ago, I started filing them down. He doesn't like the nail clippers, so I have to use a file and it takes longer obviously. He was fine for the first day, but he started having trouble walking. He didn't like jumping off the bed. Now it's escalated to where he straight up won't get up often unless he rests for a few hours. The shaking started yesterday, but it only seems to happen when he's approached, like he gets anxious. My mom thinks he suddenly developed a neurological disorder, while I think he possibly hurt himself at some point, perhaps jumping off the bed, or maybe from pulling his paw from me while I filed his nails, though I try to be as gentle as possible about it. My mom thinks I need to keep him moving, but I think that if he is hurt, he needs to stay in bed. Has anyone else has an issue like this? Does he need to just rest if it's a pulled muscle or injured paw? Or is it something worse?
