Thinking about getting a parakeet?

A couple months ago I decided I really want a bird. I'm just looking for a smol companion and I've always thought parakeets are beautiful little fellas so I decided on a parakeet.

Ideally I would prefer a bird that doesn't make too much noise (occasional chirping sessions are okay with me), and one that is easy to take care of. I am in school and I work, but not too often so I think I would be able to give it as much attention as he/she would need. I would really love to have a bird that is friendly to me and would be willing to be out of its cage to play with me (not just to be out of the cage) but I've been reading up and found that it's hard to hand train them or get them used to you? I'm pretty stressed out a lot of the time so I'm looking to find a low maintenance friend. Does a parakeet seem like the right way to go?

If so, I have some follow up questions:

Where do I get one? I've read about looking into breeders vs pet stores (petco, petsmart are in my area) and it looks like breeders are better. However, due to COVID, I don't think I'd be comfortable meeting with a breeder and I am a 20 year old female so I'm generally antsy about meeting up with strangers lol... Is Petco/Petsmart still an okay option?

What do I need to do before purchasing the actual bird? (What size cage should I buy, what's the best food/where to buy it, what else should I get prior to the bird)
