Roommate refuses to control his cat.

I moved into an apartment with a friend who has a cat, he had mentioned giving his cat to his sister and it wasn't going to be around long. He's since had a change of heart. Anyway, the cat is a nightmare. Jumps inside of our coats that are hanging on the coat rack ripping them up in the process. There's cat hair on all the counters and the dinner table, my girlfriend finds cat hair in her food, he knocks over the trash can and is always jumping on the counter. Anything left on the counter gets messed with and thrown off. And we're just told to not put things there. Sorry, but I see nothing wrong with leaving my car keys on the counter next to the door. Or other things. Control the damn cat so he doesn't do this shit.

Now I've always made it clear I'm not fond of cats, I've lived with several in the past and haven't had issues, but I just don't really like cats. My girlfriend(who also lives with us) likes cats but has a mild allergy and she too is tired of the cat jumping on everything.

We have a dog and when I am not home, the dog is in its kennel. The dog stays in our room lost of the time unless we are out in the living room, then I will let it out. I've always considered it a courtesy to prevent my pet from being a problem. This doesn't translate well to him. It's difficult to let the dog out during the day when the cat is out because all they do is play fight. Constantly. Sometimes the dog instigates, other times the cat, I don't mind it all the time but if like to enjoy my living room without the two of them having a WWE match.

I've talked to my roommate about it because he keeps the cat out of his room while he is at work, shuts his door so the cat cannot go inside. I would prefer the cat stay in his room while he is gone but he says he doesn't want that because he doesn't want the cat messing with the blinds and he doesn't want the litter box and food in there.

Truthfully he doesn't really like the cat. He tells me multiple times that he only likes it when it's sleeping beside him at night, otherwise he is always complaining about the cat. He never plays with the cat, has never attempted to train it("It's a cat, you can't train it") but he refuses to take responsibility. The cat does other things like crawl inside the couch and while the roommate acknowledges that he could do things to prevent unwanted behavior, he just doesn't want to do it.

I don't know how to get him to see our side of things. He knows his cat is a nuisance, he admits it. That's why he doesn't keep him in his room, better to be a nuisance to everyone than to just him. I don't know what to do. This cat is making me despise cats even more.
