Difficulty introducing new kitten (13w) to older kitten (17w). Need advice please!

My wife and I got a kitten about 5 weeks ago, a real rascal. He's big already, about 2.5kg (he's not overweight, just legit a big boy - he grew rapidly).

We then wanted to get another, a female that we've now had for over a week and we've tried slowly introducing them to each other by just letting them see each other, eating behind a closed door, eating ~2m apart, feliway, swapping rooms where they've been in and all the other stops.

The older kitten is just huge in comparison to her though and if we try to let them get to know each other, she will walk up to him super interested and calm but his response is always: Be startled, swipe, pounce, headlock, bite.

He's super stressed and he will sit at the door of the room he is in and just meow/put his claw under the door endlessly.

No amount of interaction, playing with them together, treats while being together etc is making him any less stressed&aggressive.

She on the other hand is super calm and just lets him at it (which, when she gains some size, will turn around quite fast I think cos she's much more claw-happy and fierce with toys from the looks of it already).

Are we doing the right thing? Should we strictly separate them for now until she gains some size and can hold her own a bit more? Separate them more so that he can just adapt at his own pace? Should we just stop trying to introduce them to each other physically this soon?

Luckily the older kitten rarely ever uses his claws but he really is using his size and weight advantage over her (she's adorably tiny).
