Is it unfair for a cat to live in a home where it’s scared of another person?

About 8 months ago, I adopted a 2 year old cat from the shelter that used to be feral. She has bonded with me (female), but often runs away to hide when my boyfriend makes any movement. She was comfortable with him the first month, and I don’t know why a switch flipped and she got all scared. He met the cat at the shelter and all was fine.

I have tried all the calming aids and isolate CBD oil and trying to add positive reinforcement by having him give her the favorite treats.

The cat is cute and behaves well (no soiling, no yowling, no biting, no aggressive nature). Just scared most times he comes close. He has never hit her or down anything abusive to the cat. It hurts his feelings when she runs.

Is it unfair to the cat to live in a home where she is scared half the time? My boyfriend gets really upset she runs when he just wants to be buddies. He hates seeing a cat running in fear every times he walks out of a room. The cat acts normal with me, just not him. He wants the cat gone.

Is rehoming the best option? I feel guilty and upset thinking about listing her on adoptapet or Craigslist.
