Advice needed on adopting my neighbor's cat

I recently took in a second cat. My first cat is a 9year old female who is indoors only. The new cat was adopted from my neighbor (4 houses down) and he is indoor/outdoor. His first home had 2 other kitties in it.

So yesterday was the first day that I had the new cat in my house. He seems to have made himself comfortable by lounging around on the sofa, enjoying some pats, purring, eating/ drinking, and using the litter box. But, I think he really wants to go outside.. He's tried to run out the front door whenever it's opened, and he sits and stares at it (which is what my neighbor said he does when he wants to go out). Last night, he was meowing a lot. I assume it was to get our attention to let him outside. Or, perhaps it's to get my other cat's attention through the door? I don't know.

Anyway, my question is, is it okay to let him out?? From what I've read, you're supposed to make sure a new kitty stays inside anywhere from 2 weeks to a month to assure that they get used to their new environment/territory and don't get lost. The confusion to me, is that he won't get lost because the outside area of my house is technically already the territory he hangs out in. Any thoughts/advice/info is greatly appreciated!
