How do I deal with my insane adopted cat?

My sister adopted a 10 month old cat from a local shelter around a year ago. Since day 1 she has been quite crazy. She sprints around the house during night and when she's extra frisky she'll run up to me and attack my legs. When I'm patting her in a very gentle manner she'll lick me and purr, but then right after that she'll suddenly bite and scratch me! She also hides in places waiting for me to come out so that she can perform a stealth attack, not joking! I don't own her, but my sister plays with her a lot, feeds her high quality and pretty expensive food and gives her plenty of water. She's mainly an indoor cat but goes outside in our small courtyard occasionally. The weird thing is that even if she's trying to attack me, if I pick her up and let her sit on my shoulder (she likes it) she starts purring again!

What's wrong with her and how do I deal with her? Any advice would be appreciated. Thank you!
