Roommate Randomly Picked Up A Stray Puppy

So my roommate recently lost his cat and his girlfriend has been incredibly distraught about it. My boyfriend and I had checked the local shelters today after finding out they never bothered to go look at the actual shelters and had just called asking if any male tabby cats had been picked up. You can imagine how much a volunteer at a shelter is gonna care about that vague description and just said no. We didn't find their missing cat, but when we got home, we did find that our roommate picked up a random puppy off the street to take home and claim as his own.

I'm furious about this. Not only did this guy pressure me into giving up the dog my boyfriend and I had rescued (granted we were lied to and told the dog was good with cats which turned out NOT to be the case and part of the reason we rehomed him) but now he's brought in a stray that could be infected with God knows what. It's malnourished and looks sickly as hell and I do NOT want this puppy here. It might get the other dogs (none are mine) or even a cat or human sick. I don't want my boyfriend and I and our kitten in any danger from some unknown puppy he didn't even bother taking to the vet because he can't 'afford' it. Why pick it up then!? It's not like any of the rest of us can afford to take on this puppy for him. It has to go.

Does anyone know what I can do to protect myself, my boyfriend and our kitten from any potential diseases it may have? Or what we may be at risk of besides rabies? I'm calling animal control in the morning so they can pick it up while my roommate is gone. He won't even keep it in his bedroom, he's just letting it run around the house. I'm really worried on whatever it potentially is carrying, because it looks really sick and it's fur is all patchy. I feel bad for it, but I don't want to involve myself on anything but removing it from the house. Should we just go elsewhere for the night? How at risk are we?

My roommate is horrifically irresponsible with his pets, so this puppy will NOT be cared for if it stays here. We're actually going to adopt his remaining obese cat because the cat is really chill, but not cared for at all and his girlfriend doesn't want him because he isn't pretty like her missing cat. He said he was just gonna abandon him somewhere so now he's ours.
