Can a cat be my friend? Can he be considered my company? A visitor?

I live in transitional housing. Long definition short is, it is a huge house split up between 5 women. It is part of permanent supportive housing for chronically homeless women who struggle with mental health or substance abuse problems. We all pay rent and there are a ton of rules. The rules pertaining to pets are, no pets ( service animals are the exception). They have gone as far as to say,in the lease, not to feed stray animals on the property. There is a beautiful black and white homeless cat that started coming around March. He is fixed and healthy looking. He was so afraid to come near people. Its obvious that he has had it rough. I can relate. He now comes everyday. 530a.m. he is outside waiting.. I put him a bowl of food and fresh water but it's clear that's not his priority. Like any cat happy to see you, he purrs and rubs on and tries to climb my legs. He is not interested in going upstairs. He has never been in my room. Like anyone who has a friend come over. We sit on the couch, while I drink my coffee. He is still very nervous and will bite me sometimes if he gets scared. Not in awhile though.. My question is this, can this cat be my visitor? I don't have any other visitors. He is my friend. I am not trying to keep him. I am actually in the process of getting him a forever home so he won't have to sleep outside. Can he be considered a guest? Legally, is this something I can argue? Any info is greatly appreciated.. Btw, my state is Rhode Island if that makes a difference.
