Is it cruel to leave my dog in the bedroom while im not at home?

Hi everyone! I live in an apartment and have a small-ish mixed dog (6yo) who barks all the time when im not at home. My neighbours are complaining that they hear him barking every time someone uses the elevator or walks near my door. I tried leaving the tv on, or the radio to cover the noises, but he wont stop. He just gets scared whenever he hears outside noises. I walk him at least 1h in the morning and even longer in the evening, i take him to the dog park where he plays and runs, so having too much energy is not the problem. So i thought maybe the solution could be to leave him in the bedroom, where he cannot hear these noises. He has his bed there and i can move his food and water bowl there. Im just afraid he will feel trapped there, since so far he was used to having the whole apartment to walk around in. What do you think? Is it a good idea? Or do you have any other suggestions?

TL, DR: dog barks continuously while home alone, wondering if closing him in a quiet room is the solution
