Kittens using pet pee pads, struggling to adapt to litter. What to do?

I recently adopted two female kittens (2 months old at time of adoption, 3 months old now). They were born at a local vet clinic and stayed there the first two months of their lives. When I picked them up the vet said that they only knew how to use pet sheets/pee pads and that putting sheets in the litter box should make it quick for them to adjust.

One month later and we're still having problems. We tried to transition them to litter (first sprinkling some on the sheet, later removing the sheets) but they just seemed confused or started to eat the litter. They also have developed a bad habit of using anything vaguely sheet-like (cat bed liner, towel, etc.) as a toilet, or pee outside of the litter box.

Some of this is because the sheets are basically one use (ie. one cat pees and the sheet is dirty and unusable) meaning that even layering sheets in multiple litter boxes means by the end of a work day they've usually gone somewhere outside of the box because they can't really cover their waste with the sheet.

We're trying different litter and a couple different shaped litter boxes now, and we're keeping them in a kitten room until their toilet issues are worked out a little. Unfortunately I can't find any information about cats using pee pads (I live in an Asian country were they are more common, though usually used for dogs) and am looking for any kind of advice to help them figure out how to use litter!

Relevant details: two female kittens, 3 months old, they generally under the concept of where the litter box is but are used to using pet sheets, tried tofu-based litter but they only ate it, now trying a more sand-like litter and a more pellet-like litter in two litter box styles (round with a lid, large rectangular box with no lid)

Any advice would be greatly appreciated!
