Knotty cat resists grooming

I have two cats, one is about 3 years old and the other is 1.5 years old.

The younger cat has much longer fur and it tends to get knotted until I have to cut the larger ones off with scissors. I have never seen her licking her fur or otherwise grooming herself, and she runs away from any attempts I make to brush her with any of the 3 or 4 different brushes I have. I don't chase her, I wait for her to approach me on the couch and leave the brushes within reach, and she bolts as soon as she sees the brush.

The older cat grooms himself regularly, but has much shorter hair so it doesn't tangle in the first place. I would have thought she would mimic him to some degree by now, but I've had her since 6 weeks old and she continues to get knots. Is there a trick to getting longer hair cats to groom themselves, or at least allow me to brush her? Thank you!
