I think my neighbor is abusing his dog

So, basically the title says most of it. I live in an apartment complex with /very/ thin walls. You can hear your neighbor sneeze basically.

I have a neighbor who is a police officer and he’s training a 7 month old German Shepherd puppy. The pup is so sweet and always wants to say hi to everyone. Recently, I’ve heard my neighbor screaming at him for going to the bathroom on the floor. He says things like “I’m gonna fuck you up” “I’m gonna put you out in the street so you can piss and shit wherever you want”, etc. Then, you can hear the dog wailing in pain. I’ve never heard an animal make noises like that before. I can’t even describe it in any way other than gut wrenching.

My dilemma is that I’m not sure what to do about this. He’s a police officer, and I know no one on the force would believe me over one of their own. Nor would they probably do anything about it if they did care. And I’m not sure who to call...what can I do? I have to do something for this poor baby.
