Cat won't come in during winter

Title says it. We have 1 cat and 2 6 month kittens. Our cat does not like the kittens and will not come inside for the most part. Now that it is getting colder, she will sleep inside at night but doesn't like to be in during the day. She also has a heated outdoor cat house and uses it usually in the afternoon. She is out and about for the rest of the day, usually disappearing for about 8 hours even when it's 20-30 degrees out. Is she OK to be out? She has the resources for warmth but just isn't using them very much. I'm worried about her little feet getting frozen to the ground or something.

I'm incredibly anxious about her staying warm and wish she would at least use her heated house more often. What should I do? Am I being a bad pet owner? Do I need to get rid of the kittens?

I've had outdoor cats in the past that stayed out 365 days a year, but that was when I was little and had no choice in the matter.
