How do I stop aggression between 2 female cats?

So, I have had 2 cats(Male and Female) for around 5-6 years now, got them both 1 year apart and they have been fine besides the occasional fight.

But, 6 months ago I got a new female kitten who is very sweet, never annoys anyone but my older female cat continuously "pecks" (Yes, like a bird) at her head and just gets really angry at random times which she isn't known for to do. The little one who is being bullied gets along fine with them both, it's the older female who is causing this issue.

I give them all attention, I try to get some alone time with the "bully" as much as I can, I also try to bring them all together as much as I can and play/pat them equally to avoid anyone being left out.

They seem to like each other, I come her grooming the kitten and they play together often so I don't know her issue.

Now, I plan on getting the youngest fixed up like the rest, she is on heat 80% of the time so could that be the reason for the aggression from my other girl?
