Is my roommate taking proper care of her cat?

My roommate has a cat and I’m a little concerned that she doesn’t take proper care of it. I think there may be something wrong with him as well. He only has one scratching post and scratches the carpet in some areas. My roommate try to put “scratching sticks” around but they’re not stable so he still scratches the floor. He’ll scratch something, usually his post, when we enter the living room or when I turn on the sink and he’ll scratch every 10 minutes for about 45 minutes. This seems abnormal to me. He hasn’t been to the vet in over a year. He doesn’t get bathed and hardly ever gets his nails trimmed. I’m not exactly a fan of cats so trying to convince my roommate she’s not taking care of her cat just sounds like me trying to get rid of him. I personally don’t feel like she does enough to own a cat. He needs a second scratch post, a trip to the vet, and some maintenance but it doesn’t look like she will do it anytime soon. Are my concerns a bit too far or does she need to step up?
