Family member has big dogs (standard poodle mixes), and is nervous of them wearing collars. They're all super chewers, so I can completely see them choking themselves trying to chew on them or get them off. They're out in the country and they're well trained dogs so they rarely wear collars.

I was thinking of making them some scarves/bandannas, but ran into the same issues as the collars with scarves posing a choke hazard, albeit on a smaller scale than thick nylon or leather. I was thinking that break away clasps might work as a compromise, but then would those clasps be a choke/digestive hazard if Doggos pulled the scarves off and started chewing? Would Velcro be better or would that be a risk for skin irritations/getting caught in fur? Or cause problems if eaten? .
Do I need to worry if super chewers decided to nom the scarves? They don't chew the furniture, blankets or human clothes at all, but I'm not sure if they'd decide that the scarves, being "theirs" meant they were a chew toy candidate.
I also have cats in the family that the same issues apply to (not super chewers) though some of them are chill and probably wouldn't care, others would certainly take a scarf as an affront to their personal dignity and try and get it off PDQ. They're fully indoor cats that don't wear collars either.
Please weigh in! I've not started anything, and it wouldn't be a huge loss if I did. But with a couple sensitive stomachs and a couple food snobs combined with most toys being chewed to bits in record time, I'm having to get creative in my present shopping for fur nieces and nephews!
