cat has massive matted wad of hair under front leg

My long-haired scottish straight has a massive wad of matted hair under his front leg. It's right in his "armpit" and very hard to get to.

He doesn't like to be touched (pets are on his own schedule) and can get VERY aggressive and angry if you keep trying to touch him.

None of the vets we've been to have had any luck removing this hairball because he's extremely aggressive.

I think it's pretty silly to have him sedated for something like this. I also don't exactly want to pay for that. We are on a tight budget. I live in Korea and vet care/grooming is very expensive.

Any thoughts?
