It's not on very tight because it's mostly just for her tags. Like, you can easily put a 3-4 fingers under the collar on a 24 pound dog kinda tight.
She wears a harness on walks.
She also has very little fur for a dog- one layer with tons of hairs that are less than half an inch in length.
Any advice?
