Housetraining a dog who’s afraid of the outdoors

Hi! My partner and I recently adopted a 1-year-old dog from a shelter. He’s the sweetest, gentlest boy. Lord knows what happened to him though, because he’s very frightened on the leash and outside. This is making it hard to potty train him since just getting him out the door is a challenge, and it takes him a long time to get comfortable once he’s out. And who can pee when they’re nervous lol? He’s easily being trained to use puppy pads in one corner of the house, but he’s about 40 pounds (and will probably gain weight) and we def don’t want indoor potties to be a long-term solution.

Any tips or suggestions? I don’t know if we should stick with the puppy pads until he’s happy going outside or try to get him used to outside and potty train him at the same time.
