Previous Owner Refusing to Change Microchip Info

About 2 months ago in October I purchased a Bengal Cat from it's previous owner who could no longer take care of him for financial reasons. For the past two months this cat and I have really bonded (he greets me every time I walk in and sleeps cuddled up next to me at night). Needless to say the cat has imprinted on me and feels safe here.

About a month into having him I asked his previous owner if she could transfer over the info associated with his microchip to my information. I got a long text which essentially said that she is hesitant to do so because of a previous experience where she rehomed a dog that was then abused by the owner and the only way she found out was after the dog was identified as hers by the human society using the chip. I told her I understand that but assured her that I would do nothing to harm the cat but I still insisted that his info be transferred because if anything happens to him she lives 3 hours away and since I am the owner I should be the first to know if he gets lost and is later found. She said she would do it soon but it's been a month and she has not changed his info. What can I do in this situation? Many have suggested getting the old chip removed and a new one implanted but I feel this would cause unnecessary pain to the cat and a great financial expense to myself for something so trivial. I have notarized documentation of the receipt and agreement we both signed when I took the cat.
