Biting cat

Hi everyone! My partner and I just adopted a cat about a week ago. He's almost three, has been adopted once before and then returned. It turns out, he has a history of biting. It seems to come out of nowhere - this morning, he was laying on my bed and just turned around and bit me. He didn't break the skin and stopped as soon as i told him too, but he's done this to my partner once as well. We don't plan on returning him, but we also don't have the money for a veterinary behavioral expert right now. Does anyone have any tips on behavior modification for cats? We also just found out (though trial and error) that he doesn't love being petted on the head and prefers being pet right around his butt. We've been giving him space, but I'd love to try things to get the biting to stop completely and if that's not possible, to lessen. Thanks in advance.
