How to reduce cats over-clingy and over-vocalizing behavior?

I just adopted an 11-months cat from the shelter one week ago. And she acts so over-vocalizing and over-clingy all the time no matter I am with her or not. Because she is so active during the night and walks on me and wakes me up at 3 am to 4 am constantly, I do not let her in the bedroom. But she just meows unstoppably as long as she cannot see me. Even at the time I am with her, she still meows constantly.

I have tried to play with her before bedtime and after I wake up for at least 20 minutes. And during the daytime, I try my best to spend some time to pet her to relieve her anxiety. However, she still eagerly demands attention and petting, follows me wherever I go, rubs me and touches me somehow. Even I just go to the restroom for a few minutes, she meows at the door sadly.

I am so frustrated and worried that she may be unable to change the behavior and we are just not compatible. If she continues to do so, it will also increase my stress and anxiety which is not good for her either. I want to give her more time and ask vets for some opinions. But if this is not going to work, I may consider send her back to shelter again (I really don't want to do so). Will her behavior reduces after growing up for some time or is there any way for me to help her reduce the behavior?
