Just wondering if this is as rude as I read it to be.

So my sadness continues to grow looking for a puppy. Found a breeder 5 hours away with the breed I wanted, talked my wife in to letting me spend $1500 for a puppy, and this is our conversation, the first 2 parts were a week away from the last. All identifying things have been removed.

Me:

" Hello. I recently lost my fur baby. Just about going insane without him around me. He was a rescue and was a Pom mix that was about double sized of normal Poms. In my search of a new best friend I have came across the *******. I live in ****** so seeing a breeder in a nearby state really peaked my interest. One of my major questions is do you require people to get their pets neutered/fixed. The only regret I have with my previous best friend is I could never have a puppy of his since he was in a shelter for a while. "

Me:

" Well after reading more on your website I have my answer. I am still very interested and might talk more seriously in the future, but I gotta decide if it's something I can live with or not. "

One Week Later...

Me:

"Hello again. After pouring around 80 hours into looking at different dogs in the past week, me and my wife have decided to look into hopefully getting one of your ****** babies. While your website is nice, the facebook group, page, personal account, website, and snugmug are a bit overwhelming and while the answers are probably in there somewhere, I have a few starter questions. Which parents are having the ******* puppies? How would we go about getting this started? Will I be able to look at the contract before placing the deposit? Is there any possibility of getting breeding rights and maybe taking part in your stud service in the future? I am from ******* and have yet to find anyone in the state that has ********. I'd really love to see the love for this breed expand. Is there an application somewhere that I need to fill out to get started? Thanks for your time and hope to hear from you soon. "

Them:

" I am extremely selective to who I give breeding rights to, you must be established and you must do complete health testing. I have had too many people who want to breed but could care less about health testing and just want to have puppies. Some of the things you have mentioned in your emails lead me to believe we would not be a good fit. I am not comfortable selling you a puppy knowing your original intent will be to breed down the road. I just have had far too many bad experiences with people saying they want breeding rights, then saying it does not matter but then go on to breed anyway. I’m just not going there and risking this. I have worked over a decade to continue to improve what I do and improve my breeding, so when I give breeding rights it is to people who have the same interest in improving the breed not just to have puppies just to have them. I thank you for your consideration and hope you find what you are looking for. "

So I guess having puppies using their bloodline dogs which are already extensively health screened is a mortal sin. They can have 5 litters per year and it's super fine, but me having 1-2 in a lifetime, that's too much because they may not get tested enough? Making a loveable breed available to a few people that it would not be possible for otherwise, no we can't have that because they may not be 100% super dog approved. Being able to give them a loving home is just not good enough. As an owner of abandoned dogs and shelter pets all my life, I'm really disgusted by some of these breeders. Am I just reading this rudely because I'm heartbroken once again or do you guys read this as a bit rude?
