Questions about possible concerning adoption organization

Hey there cat lovers of Reddit!

Issue: Need info on if a prospective place we are adopting from should be concerning or not.

Backstory: My girlfriend and I are looking to adopt two kittens. (I grew up with pet cats, she's new to having cats). I'm specifically interested in a bonded pair as I think it is important that they have a companion while we are at work. We've applied with several adoption organizations and found that most either don't have kittens or do not respond to our calls/emails. We've been told we're high up on the ASPCA list after submitting in an application a month and a half ago, but are still waiting to hear back. Although our preference is to adopt, due to the lack of availability, we have even begun looking into buying from a breeder, but most of the reputable breeders do not have kittens.

A few days ago, we heard back from a local rescue organization, and went to see two sets of kittens. The guy who runs it has been doing this for twenty years and works to try to foster kittens/cats. So we felt comfortable potentially adopting from them. However the experience was not what we expected. We thought we would be able to interact with the kittens and get a better sense of their personalities, but that was not the case.

When we showed up to meet him, he led us to a room to the side of his apartment complex where all of the rescue cats were kept. Both sets of kittens were in cages/crates with litter-boxes and food. There were also several older cats milling around and lounging on a tall scratching post. They all looked healthy but what worried us is that when we got a chance to interact with both set of kittens, neither wanted to come out to play, or be held by either him or us. It was impossible to get a sense of their personalities. The guy told us that one set of kittens had been rescued recently, which could explain their skittishness. But the other set of kittens, which were older and previously fostered, looked scared when the owner and both my girlfriend and I tried to pet them (slowly approached, underhand one finger to sniff, etc.).

Should this be concerning, or is this what regular adoption places are like? Is it uncommon to get a chance to interact much with kittens before adopting them? When my family and I adopted from the ASPCA in the past, we were able to play with the kittens and get a sense of their personality before choosing them. And as much as we would love to give two of these kittens a home, we would hate for this to be bad match with us.
