These assholes live down the block on a busy street. They have two dogs, a big black well fed dog and an extremely malnourished skin and bone medium sized dog. I called ASPCA and left a dumbass message which only managed to make me feel even more useless. What can I do to take the dog? It’s getting colder and I cannot stop thinking about this dog. I live in Los Angeles if that helps
