Outdoor cat not interested in any play, only food. He can't go outside for a few weeks and it's driving both of us bonkers!

We moved a week ago and the recommendation is to not let outdoor cats outside for the first four weeks. The problem is that he's not interested in any play if there's no food involved. We tried pole toys, catnip toys, the laser pointer, a valerian pillow, letting him watch bird videos etc. He did play with a catnip mouse for a short while (more like, tried to rip it to shreds) and was interested in the laser pointer for a few minutes until he realised it's not an animal he can eat. What does kind of work is putting a treat in a cup and letting him work out how to get it out (but I can't do that too often because otherwise he remembers and gets it out in seconds), throwing a treat through the room so he runs off to get it, and holding a treat in my hand and make him "hunt" for it but that's pretty painful lol. I don't want to make him fat by giving him treats all the time though :(

He's really bored and meows at me all the time, and demands food even more and angrier than normally (as you can see he's obsessed with food in general). I don't know what to do to get him to play/exercise a bit. My SO and I are going crazy, and I'm sure the cat is too. I don't have much hope for a good solution but I'd be glad for any tip I can try.
