Flying from Hawaii with 2 animals - any suggestions with logistics?

I'm planning to move from Hawaii to Texas in a few months, and plan on bringing my 14lb cat and 90lb dog with me. I'm running into logistic problems and wondering if anyone has flown solo with two animals before, especially on a budget.

My main issue is the 90lb dog. He has to fly cargo (nearly $1k) from what I can see, unless I can get him a seat. I've only really checked United on these policies, but I'm digging in more. I also have an appt with a therapist to get him as an ESA. I have PTSD and anxiety, and am leaving the area due to this (live right next to the recent lava eruption, and have major anxiety about something happening again). However, the appt is a week before I'm planning on going. If he can't get the ok, I need to have a backup plan. Anyone know what airlines are the most friendly for big dogs?

I also am bringing my cat. I'm not sure if I can bring him AND my dog by myself in cabin. If the dog goes cargo, cat will fly with me. If dog can get ok'd for ESA then he gets his own seat. Do any airlines allow for 2 in cabin pets for 1 person (technically it will be 2 seats)? Or do I need to plan him to be in the hold in this case?

I'm going to continue researching, and I know I'll end up on the phone with airlines. I have anxiety talking on the phone with strangers and have a hard time understanding anyone with an accent over the phone so I'm trying to minimize the amount of time on the phone.
