Trying to understand my cat's behavior

I've adopted a male cat 3 months ago (he is 5-6 months old now) and recently got neutered.

Problem is that for the past month or two, the cat bites and scratches everyone like crazy. It happened a lot to just chill in my chair and the cat would randomly jump at my hand, try to bite it and then run to the opposite side of the room and do that again, lol. And he takes that "hunting" stance if you will before doing that, like I'm a fucking deer and he's the lion.

Otherwise the cat is friendly, purrs a lot when he's being touched, seems to enjoy my company, chills near (or rather "on") me. But I would pet him and then after some time he'd randomly start to follow my hands with his head and bite them, sometimes he's doing that while purring, haha. He would especially do that if I get near him while he's playing with his toys.

I wouldn't describe his behavior as aggressive, but how do I teach him to not use my body parts as toys and bite/scratch them? It's my first cat or pet for that matter so I'm kinda lost here.
