[ADVICE NEEDED] Animal Abuse?

I live in an apartment complex and my back door faces another apartment's backdoor. I see them relatively regularly and we say hi.

Right after they moved in, they got a kitten, black and white. After only a few weeks, they gave me their cat's litter, because it had apparently ran away. (I have a cat of my own.)

Later, there was another kitten, this one orange. It got locked out in the cold one night. I fed it and gave it some water (it was sickly thin). After hemming and hawing, I finally banged on their door until they opened it. I told them their cat was out here, and they let it back in. Apparently, it had gotten lost or something, and they had been looking for it. (This was midwinter, it was literally freezing that night, btw.)

Recently, there has been yet another cat. This one is a calico. She is a loud baby, and she likes to scream, but they can't hear her (or they are ignoring her). I made them let her in one night, but tonight no one was home.

I put some food and water down, and she was clearly very hungry. I checked on her later and she had eaten half the food and was still begging to be let inside. I couldn't tell her that the door is locked, and I have no ability to let her in. It really broke my heart to leave her.

These were all definitely their cats. None of them were strays. All the cats went to their door and wouldn't even come in mine for food.

But this is neglect, right? It makes me sick to watch. The first two cats are definitely gone, and it makes me so sad. Who knows what happened to them. I live in a BIG city, so...

Apparently they just got a dog too...

What should I do? It's against the lease, but my cat is an ESA. My landlord doesn't want her to be here, and I don't want to remind them, no matter how legal it is. Plus, the less my landlord comes over, the better.

I live in California. Does anyone know what I should do about this, if anything?
