How To Entertain A Former Barn Cat?

A little while ago, somebody in a big ol' pick up truck pulled up outside my parents' place. He tossed 3 cats out of the truck and into their yard and then took off. What a jerk.

My parents managed to catch 2 of the 3 cats. I'm not sure if anyone ever found the 3rd one, but it most likely ended up under one of the old buildings nearby.

By the look and smell of them (they were ripe) and by the vet's estimate, the 2 cats came from a farm. We took one in, my parents took in the other one, who happened to be pregnant.

Well. We've had Mini for a while now, and I worry he's bored. We have a large apartment with 2 other cats (indoor all their lives) and a dog. Everybody seems happy, but he's always meowing at the door or following us around. I know he wants to go outside. We take him on walks with the dog, and on car rides, and let him run behind the house on a tie out, but it's not the same as being a free barn cat.

We're right beside a major highway so I don't want to just let him roam, he'll get hurt. And I'm obviously wary about sending him off to live on a farm, where he might get tossed out like trash again.

He was so tiny when we got him that we thought he was a female kitten, maybe five months old. He was sick af and now he just has lifelong sniffles. I'd like to keep him with us, I just don't want him to be bored and depressed.

I've never had an outdoor cat let alone a barn cat turned indoor cat so I'd appreciate any ideas on how to entertain him. Like if we could recreate a hunting environment for him or something.
