How to Train a Dog Not to be Racist?

I've been volunteering at my local animal shelter for years and often try to teach the dogs some good habits that'll make it easier to get adopted. Basic stuff such as how to walk calmly, sit when being leashed, those sorts of things.

There's a dog that's been there for a few months now and I've made great progress; it's a large German Shepard like dog and does seem really intimidating at first glance but a great dog nonetheless. However, I've noticed that now we're in nicer weather we come across more people on our walks and I've noticed that he has been acting very aggressively towards people of darker skin colour, to be precise mostly people of native descent. He was a stray from a nearby reservation so I suspect that may be a factor. I've tried doing the typical reinforcing positive behaviour and whatnot which usually works but it's bore no fruit even after a few weeks. I've done the same trick with his hatred of cars and he now never tries to go after cars with me; yet I've hit a roadblock here.

Suggestions?
