Is my home the best situation for my dog?

Looking for objective advice please! Six months ago we adopted a medium sized mixed breed dog that is now 10/11 months old. We work during the day, and so the dog is crated for 4 hours, I walk him during my lunch break, then crated another 4 hours. He gets very bored and very destructive during that second period, tearing up toys and beds in his crate. Now that he is older we trusted him to remain outside of the crate during the afternoon so he can roam, sniff out the windows, play with more toys, etc, hoping the extra outlets would improve his quality of life.

This worked for a few weeks but last night he put his digestive tract at serious risk by tearing pieces off of a bookcase and trying to eat it while we were at work. Back in the crate he goes.

Is it humane to be keeping the dog in the crate this often? We provide him with endless mentally and physically stimulating toys in his crate, leave music on, and walk him for a mile before putting him in. It is absolutely out of our budget to afford dog day Care more than once a week. I wonder if he should be living somewhere with people home more often or with a yard (we live in a big apartment and give frequent walks but maybe it's not enough?).
