My father is a terrible pet owner and I don't want him to own dogs anymore, when he would play with the dog he was so rough the dog would yelp, and cry. The dog is also territorial around him and my father would let him out of the gate without a leash and there was an incident where the dog nearly bit our neighbor. I told my father the police required him to muzzle the dog but he refuses to listen, and accused the neighbors of lying to the police. I told him that if he does not listen I would return the dog but he said he will just get a new one. Is there any legal action I can take to prevent him from getting a new dog? Or will I be stuck in a cycle of returning every single dog he gets until I get my point across?
