My cat refuses to move from harm’s way

I have two cats, a female Siamese and a male calico. I have an almost one year old who’s always chasing and trying to get the cats and despite my best efforts sometimes he catches the male cat. The female avoids my son like crazy and if he’s even kind of close she’ll run to the cat tree. The male cat will watch my son come up to him and do absolutely nothing. He doesn’t move at all! He’ll meow and try to run when my son gets him but won’t move out of the way until he’s been caught. Is there anyway to get my cat to understand he needs to move to protect himself?

He also doesn’t move for me or my husband either. He just lays in one spot on the floor and will only move if I pick him up or step on him by accident. Other cat simply moves out of my way.
