My two cats are too aggressive in play

Hi reddit! We recently adopted two cats. One is about 1 years old and the other is about 4 months. They seem to be okay with each other and are getting along just fine but when they start playing with one another it’s quite aggressive and we’re worried that it’s getting to be too harsh. The 4 month old is quite little and an instigator in the fights but the one year old is much bigger and wasn’t socialized as much as the younger kitten - thereby she often doesn’t know how far is too far when the two are roughhousing. We’ve tried separating and rejoining them, and doing little kitty time outs (vet recommended) but it doesn’t seem to be doing anything. We really don’t want them to get hurt and are just inquiring as to any suggestions that may help in making the play less aggressive? Thanks :)
