Red raw area at the base of my cat’s tail?

Our cat is a rescue. He was found with a broken tail. He can still walk (a little bow legged!) and use the bathroom and stuff — he just misses the litter box sometimes and has pretty bad balance. With this being said, he barely even knows his tail exists. He doesn’t really clean it or do anything to it, sometimes he’ll chase it because he’s confused but that’s pretty much it. Lately, I’ve noticed a raw, almost balding spot at the base of his tail, right at the end of his back. I never see him chewing at that area and I don’t see any activity that could wear that area out so I’m stumped. Any ideas about what it could be?
