Sample ‘inconclusive’ - is this common?

After a full day of a procedure, and about $2000 later, the lab results of a sample of some type of mass in my dog’s bladder came back as ‘inconclusive’. There were some ‘atypical’ cells found, but not enough to make a determination of whether there was any cancer there or not. In the meantime, her constant squatting has stopped, and she seems totally fine. Note that she was given a full round of antibiotics to take even though 2 urine samples also came back as negative for infection. So - I can’t tell what’s going on... Does this uncertainty happen often? Was the sample my vet took not good enough for some reason? Is their lab testing service not good enough?
