Litter box issue of cat not actually getting pee into his box.

So for the past year, my cat hasn't been making it all the way into his litter box. He seems to hang his butt outside of the box and pees on the floor. I had to get those puppy pee mats around the mat to make sure the pee wouldn't get onto the floor. We have tried changing the litter brand/type (always use low-dust hypoallergenic litter because he has a flat face), changing the litter box itself, the box we have now is large and we changed to an XL with no effect, we have tried the box with the top too but he still manages to pee outside of the box. Sometimes he poops outside of his box this way too, it'll be like a rocket launcher of poop flying out of his butt onto the floor.

He is 9 years old, and in good health according to the vet. He is a bit chunky and is fluffy. I got him when he was two years old from a rescue so I'm not sure what happened to to him when he was younger, I think he might have some decreased sensation in the base of his tail area that may have gotten worse as he got older.

Does anyone happen to have any ideas of what I could try to help him use his litter box correctly?

I have tried the largest litter box I could find and he still stops right when he walks in and just pees instead of walking further into the box so that the urine gets into the litter.
