Need help on what to do with my "special" cat - do I have to put him down?

This is my first post, but I'm desperate to find a solution to my cat problem. I have had my cat Nev for about 8 years. He provided comfort while I was dealing with an alcoholic and abusive mother at home, and everyone knows how special he is to me. People that say "I hate cats", will meet Nev and say "I usually hate cats but he's pretty cool". He has a hilarious personality, loves to play, and has the cutest mustache EVER. There's only one problem, which is that he has a behavioral issue where he pees on certain things like blankets, clothes, and bags. Over the years I have done everything to try to help him (even diapers, but I hated seeing him in discomfort). I am moving to NYC in a couple of days and Nev is currently living with my brother and I. I believe that my brother will look after him for a couple of months, but I need to figure out what I can do when the time comes to take him back. I could potentially take him to NYC but I feel terrible doing that to my roommate, and honestly, it's hard to find apartments that allow pets. I think it's time I give him up, but I'm scared that he will either 1. go to a home that abandons him for his issues, or 2. gets put down as a result of not being able to be adopted. The ideal scenario would be to teach someone how to care for him and remove possible spots where he could pee (no clothes on the floor, close bedroom doors, etc). On the other hand, possibly find him a home where he could live outside but in an enclosed space with a fence so he can't get out (he doesn't have front claws and therefore wouldn't be able to protect himself against predators). Another option is to have my veterinarian friend put him down to avoid him being stuck in a shelter the rest of his life, but it makes me sick to my stomach to give up on him when he has so much life left. He's my best friend, emotional support, and he's an overall great cat; however, he just has some issues. If anyone has any advice I could really use it.

Also - i have tried everything to fix it, including kitty Xanax, it's just a behavioral problem that will not go away.
